New York — NYS Clean Heat

How the New York rebate works

NYS Clean Heat is a NYSERDA program delivered by the electric utilities. In our territory that is NYSEG for nearly all of Essex, Clinton and Franklin counties, and National Grid in parts of northern Warren and Washington counties — Lake George, Bolton Landing, Chestertown, Whitehall. The utility pays a rebate per unit of installed heating capacity on qualifying cold-climate heat pumps, and we apply it as an instant discount on your invoice.

Partial-load vs. full-load

Two things drive the amount. First, whether the heat pump is designed to carry the whole home's heating load. A full-load or whole-home conversion — the oil or propane system decommissioned and the Mitsubishi system sized from a load calculation to heat 100% of the house — earns the highest tier. A partial-load system that supplements an existing furnace or boiler, or a single zone for one or two rooms, earns the base tier. Electric baseboard homes qualify well under either.

Weatherization since September 1, 2026

Second, weatherization. As of September 1, 2026 the top rebate tier requires that the home meet the program's weatherization standard — documented insulation and air-sealing, a recent energy assessment, or newer construction that already meets it. Many 1800s farmhouses and lake camps in our area do not yet qualify as-is, and the fix can be worth it: a tighter house needs a smaller system and earns the bigger rebate. Ask us at the estimate; we tell you which tier your home falls in today and what it would take to reach the top one.

Who qualifies in New York

  • Owner-occupied homes with 1–4 units in NYSEG or National Grid electric territory
  • Qualifying cold-climate equipment — every Mitsubishi Hyper-Heating INVERTER system we install is on the list
  • Installed by a NYS Clean Heat participating contractor. We are one; a non-participating installer cannot get you the rebate
  • Full-load tier: existing fossil-fuel heating system decommissioned and the heat pump sized to the full load
  • Top tier since Sept 1, 2026: home meets the weatherization requirement — ask us

Income-qualified households may be eligible for enhanced incentives through NYSERDA's EmPower+ and Comfort Home programs, which can cover weatherization and raise the heat pump amount. Ask — we'll tell you whether it fits.

How we file it

  1. Free estimate

We confirm your utility, run the load calculation and tell you in writing which tier you qualify for and the rebate amount.

  2. Install and decommission

We install the Mitsubishi system and, on a whole-home conversion, document the removal of the old oil or propane equipment the way the program requires.

  3. We submit, you save

We file the application with NYSEG or National Grid and apply the rebate to your invoice as a discount. You do not wait for a check.

How the Vermont rebate works

Across Lake Champlain in Addison County — Middlebury, Vergennes, Bridport, Shoreham, Orwell, Addison, Panton, Ferrisburgh — the rebate comes from Efficiency Vermont, which pays a set amount per qualifying cold-climate heat pump, with the amount depending on whether the system is ductless or ducted and on its size. On top of that, your electric utility — Green Mountain Power or Vermont Electric Co-op for most of the county — adds its own bonus, and income-eligible households get an enhanced amount.

We handle the Efficiency Vermont paperwork the same way we handle New York's: confirm the number before you sign, apply it to the invoice, file the forms. See our Addison County page for the details on crossing the lake.

Hot water counts too

Heat pump water heaters have their own rebate

Water heating is roughly a fifth of a home's energy use. A RUUD hybrid heat pump water heater uses a fraction of the electricity of a standard electric tank and carries its own utility rebate in both New York and Vermont, separate from the heating rebate. If a boiler makes your hot water today, you will need a dedicated water heater when you convert — we plan it in and its rebate stacks on top.

What switching saves

The rebate is the start. The fuel bill is the rest.

Most homes in Essex County have no natural gas line. They heat with fuel oil, propane, wood or electric baseboard, and a Mitsubishi Hyper-Heat system delivers the same BTUs for less — 100% of its rated heating capacity at 5°F, running down to -13°F on H2i and -22°F on H2i Plus models, so it carries the load through a Ticonderoga winter instead of handing off to backup heat.

How much you save depends on your oil or propane price, your NYSEG rate, the size and insulation of the house and how you run the thermostat — which is why we do not put a number here. The savings calculator uses your home and your fuel to estimate it, and gives you $250 off when you bring the report to the estimate.

One fact worth stating plainly: the federal residential energy-efficiency tax credit for heat pumps expired December 31, 2025 and is not available for 2026 installations. The utility rebates on this page are current.

FAQ

Rebate questions

How much is the NYS Clean Heat rebate in 2026?

It is paid per unit of heating capacity by your electric utility — NYSEG or National Grid — and the amount depends on whether the install is partial-load or a full whole-home conversion with the old system decommissioned, and since September 1, 2026, on whether your home meets the weatherization requirement for the top tier. Rates change, so we confirm the exact figure at your free estimate rather than publish a number that may be out of date.

Which utility do I have?

Most of Essex, Clinton and Franklin counties — Ticonderoga, Crown Point, Port Henry, Elizabethtown, Keene, Lake Placid, Saranac Lake, Plattsburgh — are NYSEG. Lake George, Bolton Landing, Chestertown, Warrensburg and Whitehall are mostly National Grid. Your electric bill says which. Both run NYS Clean Heat; the tiers are similar but not identical.

What is a whole-home conversion and why does it pay more?

The existing oil, propane or electric-resistance heating system is removed and the Mitsubishi system is sized from a load calculation to carry 100% of the home's heating load, not kept as backup. That earns the highest rebate tier. Equipment and documentation requirements apply and we confirm eligibility at the estimate.

What changed on September 1, 2026?

The top NYS Clean Heat tier now requires the home to meet a weatherization standard — documented insulation and air sealing, a qualifying energy assessment, or construction that already meets it. Homes that do not meet it still qualify at a lower tier. We tell you where your home stands and what it would take to move up.

Can I keep my oil boiler as backup and still get a rebate?

Yes, at the partial-load tier. Full decommissioning earns more. With a Hyper-Heat system rated to -13°F or -22°F, most North Country homes do not need the backup, but some homeowners keep it for peace of mind and accept the lower tier.

I'm in Vermont. What do I get?

An Efficiency Vermont rebate per qualifying cold-climate heat pump, plus a bonus from Green Mountain Power or Vermont Electric Co-op depending on your utility, with enhanced amounts for income-eligible households. We confirm the numbers and file the forms.

Do I get the rebate as a check or a discount?

A discount. As a participating contractor we apply the rebate to your invoice and submit the paperwork to the utility ourselves. You do not front the money and wait.

Can I combine the rebate with financing and the $250 calculator offer?

Yes. The rebate and the $250 come off the invoice, and you finance the balance at 0% for 18 months on approved credit.
